2. Coordinates the activities of the Moscow Health Department in the following areas:
2.1. Licensing of medical activities of individual entrepreneurs, medical and other organizations, with the exception of those subordinate to federal executive authorities, as well as organizations of federal executive authorities in which federal law provides for military and equivalent service, medical and other organizations carrying out activities to provide high-tech medical care help.
2.2. Licensing of pharmaceutical activities (with the exception of activities carried out by wholesale trade organizations in medicines and pharmacy organizations subordinate to federal executive authorities).
2.3. Licensing of activities for the circulation of narcotic drugs, psychotropic substances and their precursors, cultivation of narcotic plants (in terms of activities for the circulation of narcotic drugs and psychotropic substances included in lists I, 11 and III of the list of narcotic drugs, psychotropic substances and their precursors subject to control in the Russian Federation Federation, with the exception of activities carried out by wholesale trade organizations in medicines and pharmacy organizations subordinate to federal executive authorities).
2.4. Implementation of departmental control over the quality and safety of medical activities of subordinate organizations in the manner established by current legislation.
2.5. Ensuring an independent assessment of the quality of service provision by medical organizations participating in the implementation of the Territorial Program of State Guarantees of Free Medical Care to Citizens in the City of Moscow.
2.6. Implementation of regional state control in the territory of the city of Moscow over the application of prices for medicines included in the list of vital and essential medicines.
2.7. Ensuring objective, comprehensive and timely consideration of citizens' appeals on issues within the competence of the Department, with written responses to them in the manner prescribed by law.
2.8. Exercising ongoing control over compliance and execution by officials of the Department of the provisions of the Administrative Regulations for the provision of state, Administrative Regulations for the provision by executive authorities of the constituent entities of the Russian Federation of state services for licensing pharmaceutical activities (with the exception of activities carried out by organizations of commercial trade in medicines for medical use and pharmaceutical organizations subordinate to federal executive authorities, state academies of sciences), Administrative Regulations for the provision by executive authorities of constituent entities of the Russian Federation of state services for licensing activities for the circulation of narcotic drugs and psychotropic substances (with the exception of activities carried out by wholesale trade organizations in medicines and pharmacy organizations, subordinate to federal executive authorities), other regulatory legal acts establishing requirements for the provision of public licensing services in the field of healthcare, as well as their decision-making.
2.9. Exercising ongoing control during an internal audit of the effectiveness of the provision of public services for licensing medical, pharmaceutical activities and activities related to the circulation of narcotic drugs, psychotropic substances and their precursors, and the cultivation of narcotic plants.
2.10. 2.21. Implementation by the Department of Innovation Policy of the City of Moscow.
2.22. Preparation of proposals for the creation, reorganization and liquidation of medical organizations of the state healthcare system of the city of Moscow.
2.23. Ensuring the work of the Help Desk on the application of prices for medicines included in the list of vital and essential medicines in the city of Moscow.
3. Considers requests and documents within the scope of its competence.
4. Reviews and approves, within its competence, draft documents submitted for signature to the head of the Moscow Department of Health.
5. Considers protocols on administrative offenses provided for in Articles 14.6, 19.5 of the Code of the Russian Federation on Administrative Offences, and also issues a reasoned decision on the imposition of administrative punishment.
5.1. Makes a decision to send a legal entity, individual entrepreneur engaged in wholesale and retail trade of medicinal products included in the list of vital and essential medicinal products, a warning about the inadmissibility of violating mandatory requirements, on the grounds established by Part 5 of Article 8.2 of the Federal Law of December 26, 2008 No. 294-FZ “On the protection of the rights of legal entities and individual entrepreneurs in the exercise of state control (supervision) and municipal control.”
6. Ensures, within the limits of its competence, the protection of information constituting state secrets.
7. 8.
